Dear Sir:
 
On May 15, 2014, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 13-805-2S, Television Inspection and Recording of Sewers and Manholes at Various Locations.
 
In response to a public advertisement of June 11, 2014, a bid opening was held on July 8, 2014.  The bid tabulation for this contract is:
 
NATIONAL POWER RODDING CORPORATION      $1,522,400.00
SHERIDAN PLUMBING & SEWER, INC.      $1,758,928.00
      
Six hundred and twenty-two (622) companies were notified of this contract being advertised and twenty-one (21) companies requested specifications.
 
National Power Rodding Corporation, the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications.  The estimated cost for this contract was $1,760,000.00, placing the bid of $1,522,400.00, approximately 13.5 percent below the estimate.
 
National Power Rodding Corporation is in compliance with the Affirmative Action Interim Ordinance Appendix D as indicated on the attached report.  The Minority Business Enterprise (MBE), Women Business Enterprise (WBE) and Small Business Enterprise (SBE) utilization goals for this contract are 0 percent Minority Business Enterprise (MBE), 5 percent Women Business Enterprise (WBE) and the bidder offers WBE credits to satisfy SBE participation.
 
National Power Rodding Corporation has executed the Multi-Project Labor Agreement (MPLA) certificate as required.  It is anticipated that one or more of the following trades will be utilized under this contract:  operating engineers and plumbers.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.
 
The contract will require approximately forty-five (45) people for the services.
 
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 13-805-2S to National Power Rodding Corporation, in an amount not to exceed $1,522,400.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.
 
The tentative start date of this contract is September 18, 2014, which is 14 days after award, and estimated completion date is 36 months after approval of Contractor's Bond.
 
Funds for the 2014 expenditure, in the amount of $335,567.00, are available in Account 201-50000-612600.  The estimated expenditures for 2015, 2016 and 2017 are $514,733.00, $514,733.00 and $157,367.00, respectively.  Funds for the 2015, 2016 and 2017 expenditures are contingent on the Board of Commissioners' approval of the District's budget for those years.
