Dear Sir:
 
On May 1, 2014, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 14-772-11 Sewer Cleaning in the North Service Area.  The contract will expire December 31, 2014.
 
In response to a public advertisement of June 25, 2014, a bid opening was held on July 15, 2014.   The bid tabulation for this contract is:
 
SHERIDAN PLUMBING & SEWER, INC.      $263,837.00
NH ENVIRONMENTAL GROUP, INC.
    D/B/A TIERRA ENVIRONMENTAL SERVICES, CO.      $293,744.22
NATIONAL POWER RODDING CORPORATION      $322,633.30
 
Three hundred seventy-nine (379) companies were notified of this contract being advertised and fourteen (14) companies requested specifications.
 
The purpose of this contract is to procure services to clean the various interceptors and control structures in the North Service Area.  The services to be provided also include video inspection.    
 
Sheridan Plumbing & Sewer, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost of this contract was $269,500.00, placing the bid of $263,837.00 approximately 2.1 percent below the estimate.  
 
Sheridan Plumbing & Sewer, Inc., has executed the Multi-Project Labor Agreement (MPLA) certificate as required.  It is anticipated that the following trades will be utilized on this contract:  operating engineers and laborers.  The list of trades is not intended to confer any rights or jurisdiction upon any union or unions.
 
Sheridan Plumbing & Sewer, Inc., is in compliance with the Affirmative Action Interim Ordinance Appendix D as indicated on the attached report.  The Minority-owned Business Enterprise (MBE), Women-owned Business Enterprise (WBE) and/or Small Business Enterprise (SBE) utilization goals for this contract are 0 percent MBE, and the bidder offers themselves to satisfy the WBE and SBE goals.
 
The contract will require approximately six (6) people for the services.
 
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 14-772-11 to Sheridan Plumbing & Sewer, Inc., in an amount not to exceed $263,837.00, subject to the contractors furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.
 
Funds are available in Accounts 101-66000, 67000-612600.
