Dear Sir:
 
On June 5, 2014, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise Contract 04-128-3P Westside Primary Settling Tanks 1-9 and Aerated Grit Facility at the Stickney Water Reclamation Plant (WRP) at an estimated cost of $198,571,643.00.
 
Authorization is requested to increase the cost estimate for Contract 04-128-3P Westside Primary Settling Tanks 1-9 and Aerated Grit Facility at the Stickney WRP, in an amount of $7,886,040.00, from an amount of $198,571,643.00 to an amount not to exceed $206,457,683.00.
 
The existing project scope consists of constructing nine (9) new primary settling tanks and six (6) new aerated grit tanks, conduits, junction chambers, support buildings, and ancillary facilities at the Stickney WRP.
 
The increase in project cost is due to the added work from Contract 12-197-3M HVAC Improvements at the Monitoring and Research Building. The low bid for Contract 12-197-3M was rejected, as reported at the Board Meeting of August 7, 2014. The low bid was approximately 76 percent above the estimate and considered too high for an award. Upon analysis of the engineer's estimate, a large cost for overhead and administration of the four-year-long project was discovered as a major discrepancy between the low bid and the engineer's estimate. Therefore, by combining this work with a large project with approximately the same construction duration, the cost of overhead and administration can be absorbed by the larger contract.
 
The purpose of Contract 12-197-3M is to replace the heating, cooling, supply and exhaust ventilation systems serving the central portion of the M&R facility at the Stickney WRP. Much of the HVAC equipment in this area of the building was original to the facility when it was constructed in 1963. As regulations and standards have changed, additional lab processes and personnel in the area have taxed the system beyond its design capabilities. The redesign and replacement of the HVAC system will allow for the functional demands of the M&R facility to be met while reducing maintenance and operational costs. Increased maintenance costs and increased risk of failure necessitate that the ventilation system in the central addition be replaced to ensure a reliable and safe environment for the employees.
 
The work consists of the following:
 
1.      Installation of new air handling units, absorption chiller, heat exchangers, pumps and exhaust fans, with associated controls.
 
2.      Replacement of air intakes, supply and exhaust ductwork, piping, conduit and wire.
 
3.      Removal and installation of fume hoods and canopy hoods to better match the lab processes performed in various laboratories.
 
4.      Modification of existing laboratory and plumbing pipes to better match the lab processes performed in various laboratories.
 
5.      Replacement of the bottle washer facility for the laboratory.
 
6.      Rebalancing of the supply and exhaust ventilation systems to ensure negative pressure in laboratory spaces where required.
 
7.      Installation of a pipeline in Mechanical Room LC-118 which would bypass and allow the abandoning of leaking underground condenser water piping.
 
The tentative schedule for this contract is as follows:

It is estimated that approximately 2,000 jobs will be created by award of this project, with approximately 528,000 man-hours of skilled trades utilized. It is estimated that 100 jobs and approximately 35,000 man-hours of skilled trades utilized are attributed to the increased scope.
 
It is hereby recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to increase the cost estimate for Project 04-128-3P in the amount of $7,886,040.00 from an amount of $198,571,643.00 to an amount not to exceed $206,457,683.00.
 
Funds are available in Accounts 401-50000-645650, 645680 and 645780.
