Authority to issue a one (1) year permit to Peoples Gas on the District's 95th Street Pumping Station Site to perform an environmental site investigation.  Consideration shall be $10.00

Dear Sir:
 
Peoples Gas is remediating its property at Baltimore Avenue and 96th Street, adjacent to the District's 95th Street Pumping Station at Baltimore Avenue and 95th Street in Chicago ("Pumping Station Site"). The Peoples Gas site is a former Manufactured Gas Plant ("MGP") site that operated from 1885 to 1936.  Peoples Gas has indicated that, as part of its remediation, it will be installing sheet piling inside its property line.  Peoples Gas has requested a permit to temporarily relocate its current fence 5 feet onto the Pumping Station Site for approximately 6 months.  A companion Board letter seeking authority to issue a permit to Peoples Gas for this purpose is on today's agenda.
 
Peoples Gas has offered to perform an environmental site investigation on the Pumping Station Site to further determine the nature and extent of contamination thereon due to off-site migration from its MGP site.  A nominal fee of $10.00 is, therefore, recommended.
 
The District's technical departments have reviewed Peoples Gas' proposal to perform environmental testing and have no objections thereto.
 
It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a one (1) year permit to Peoples Gas on the District's 95th Street Pumping Station Site to perform an environmental site investigation.  Consideration shall be $10.00.
 
It is also requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute said permit agreement on behalf of the District after it is approved by the General Counsel as to form and legality.
