Authorization to negotiate an intergovernmental agreement with the Village of Northbrook for an Electronic Control System and Irrigation Control System at Wescott Park in Northbrook, Illinois

Dear Sir:
Authority is requested to negotiate an intergovernmental agreement (IGA) with the Village of Northbrook to allow for the District to cover the cost of an electronic control system and irrigation system for an underground storage vault. The area around Wescott Park has experienced major flooding over the last seven years. The Village of Northbrook will be constructing a 23 acre-foot (approximately 7.5 million gallon) stormwater storage vault under Wescott Park at an estimated cost of $10,300,000.00, which will be paid for by the Village. The project is expected to provide a 25-year storm event level of flood protection. The project will be put out for bid in 2015 with construction taking place in 2016. The District has been asked to fund an additional $475,000.00 to install electronic control and irrigation systems, which will allow the reuse of the stormwater, while reducing outflow to the flood prone West Fork of the North Branch of the Chicago River. The District will seek credit for this project under the Green Infrastructure requirements of the Consent Decree, subject to approval by the United States Environmental Protection Agency. The storage vault along with the control and irrigation systems, will be operated and maintained by the Village of Northbrook.
Based on the foregoing, the Engineering Department recommends that the District be authorized to negotiate an intergovernmental agreement with the Village of Northbrook. Authority to enter into an IGA and to make payment to the Village of Northbrook will be sought from the Board of Commissioners at a future date.
