Dear Sir:
 
On October 2, 2014, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 06-842-2E, Electrical Equipment Replacement, Egan Water Reclamation District.
 
In response to a public advertisement of October 29, 2014, a bid opening was held on January 27, 2015.  The bid tabulation for this contract is:
 
BROADWAY ELECTRIC, INC.      $1,949,646.00
ELECTRICAL SYSTEMS, INC.      $2,030,646.00
DIVANE BROS. ELECTRIC COMPANY      $2,136,646.00
M G ELECTRIC SERVICE COMPANY, INC.      $2,261,646.00
            
Nine hundred forty-three (943) companies were notified of this contract being advertised and thirty-five (35) companies requested specifications.
 
Broadway Electric, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications.  The estimated cost for this contract was $1,600,000.00, placing the bid of $1,949,646.00 approximately 21.9 percent above the estimate.
 
Broadway Electric, Inc., is in compliance with the Affirmative Action Interim Ordinance Appendix D as indicated on the attached report.  The Minority Business Enterprise (MBE), Women Business Enterprise (WBE) and Small Business Enterprise (SBE) utilization goals for this contract are 13 percent (MBE), 7 percent (WBE) and the bidder offers MBE credits to satisfy SBE participation.  
 
Broadway Electric, Inc., has executed the Multi-Project Labor Agreement (MPLA) certificate as required.  It is anticipated that the following construction trades will be utilized under this contract:  bricklayers, carpenters, cement masons, electricians, laborers, operating engineers and painters.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.
 
The contract will require approximately twenty (20) people for the services.
 
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 06-842-2E to Broadway Electric, Inc., in an amount not to exceed $1,949,646.00, plus a five (5) percent allowance for change orders, in an amount of $97,482.30, for a total amount not to exceed $2,047,128.30, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.
 
The estimated completion date is within 545 calendar days after approval of Contractor's Bond.
 
Funds for the 2015 expenditure, in the amount of $500,000.00, are available in Account 201-50000-645650.  The estimated expenditure for 2016 is $1,449,646.00.  Funds for the 2016 expenditure are contingent on the Board of Commissioners' approval of the District's budget for that year.
