Authorization to negotiate an intergovernmental agreement with the Village of Stickney for the sale of effluent water and for the creation of an effluent water supply line within the Village of Stickney

Dear Sir:
Authority is requested to negotiate an intergovernmental agreement (IGA) with the Village of Stickney (Village) for the sale of effluent water and for the creation of an effluent water supply line within the Village. The Stickney Water Reclamation Plant (SWRP) produces an effluent water product that is suitable for use in most industrial and commercial applications. Reuse of the effluent product reduces the use of Lake Michigan water for industrial applications, which in turn would result in a reduction in fresh water diversion from Lake Michigan and a concomitant reduction of the energy required to pump and treat Lake Michigan water.
Based on the foregoing, the Engineering Department recommends that the District be authorized to negotiate an intergovernmental agreement with the Village of Stickney. Authority to enter into an IGA will be sought from the Board of Commissioners at a future date.
