Dear Sir:
 
On February 21, 1991, the District granted a 25-year easement to the City of Evanston ("Evanston") to construct, maintain, operate, repair and remove four (4) storm sewers, connecting structures, and outfalls to the North Shore Channel through North Shore Channel Parcels 3.06 and 6.20 in Skokie, Illinois.  The subject easement expires February 20, 2016, and is subject to a $10.00 fee.  Parcel 3.06 is under lease to the Village of Skokie for public recreational purposes and this easement is therefore subject to its consent.  Parcel 6.20 is vacant.
 
The easement comprises the following four areas: (1) a 40' x 280' area 10' south of the centerline of Dropshaft 101 for a 72' diameter relief sewer, a connecting structure, two 60' overflow pipes, and an outfall structure;(2) a 30' x 40' area east of Dropshaft 101 for connecting pipe to the Dropshaft;  (3) a 40' x 210' area east of McCormick Boulevard and north of Dropshaft 107 for a 108" diameter sewer, connecting structure, two 7' x 7' overflow pipelines, and an outfall structure, (4)  a 20' x 150' area north of Dropshaft 107 for the 108" diameter connecting pipe.
 
Evanston has requested a new 25-year easement to continue to operate the sewers and outfalls.  The District's technical departments have no objections to granting the easement for Evanston's continued operation of the facilities.  A nominal fee of $10.00 is recommended as is customary for governmental entities occupying District land for a public purpose.  
 
It is requested that the Executive Director recommend to the Board of Commissioners that it grant a 25-year, non-exclusive easement to the City of Evanston for the continued operation, maintenance, and repair of four (4) storm sewers, connecting structures, and outfalls to the North Shore Channel through North Shore Channel Parcels 3.06 and 6.20 in Skokie, Illinois.  Consideration shall be $10.00.
 
It is also requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute the easement agreement after it is approved by the General Counsel as to form and legality.
