Contract documents and specifications have been prepared for Contract 11-239-3S, Calumet Intercepting Sewer 19F Rehabilitation, CSA.
 
The purpose of this contract is to rehabilitate the entire length of Calumet Intercepting Sewer 19F and all associated manholes and structures.  This sewer was originally constructed in 1970 and has never been rehabilitated.
 
The contract consists of the rehabilitation of 14,051 feet of 60" circular sewer by cured-in place lining, 23 manholes by spray-on products, and the rehabilitation of one junction structure.
 
We anticipate the necessary right-of-way documents will be approved by the relevant parties and will be finalized prior to award.
 
It is estimated that roughly 120 full time equivalent jobs will be created during this contract period.
 
The estimated cost for this contract is $12,000,000.00.
 
The bid deposit for this contract is $480,000.00.
 
The contract specifications require that all work shall be completed within 620 calendar days after approval of the Contractor's bond. Liquidated damages are $1,500.00 for each calendar day beyond the specified date for substantial completion and $500.00 for each calendar day beyond the specified date for final completion.
 
The Multi-Project Labor Agreement will be included in this contract.
 
The Affirmative Action interim Ordinance Appendix D will be included in this contract. The type of work to be performed under the contract is within the "General Construction Tailored Goals" category for establishing Minority Business Enterprises (MBE), Women's Business Enterprises (WBE) and/or Small Business Enterprises (SBE) utilization goals. The MBE, WBE and SBE utilization goals for this contract are: 2% MBE, 2% WBE, and 10% SBE.
 
The tentative schedule for this contract is as follows:
Advertise      July 8, 2015
Bid Opening      August 12, 2015
Award      October 1, 2015
Completion      June 13, 2017
 
Funds are available in Account 401-50000-645700.
 
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 11-239-3S.
