Authorization is requested to make payment to the Water Environment Federation (WEF) for registration fees for seven (7) Commissioners and eighty-six (86) Metropolitan Water Reclamation District of Greater Chicago (District) employees to attend the annual Water Environment Federation Technical Exhibition and Conference being held in Chicago during September 2015, in an amount not to exceed $54,254.00.  (This discounted fee reflects WEF's extension of ten (10) complimentary full-conference registration fees, saving the District $6,750.00.)
 
Since its formation in 1927, WEF has been holding annual meetings to provide a forum for knowledge and technology exchange within the water and wastewater fields. Today, WEFTEC - WEF's Annual Technical Exhibition and Conference - offers the best water quality education and training available and is a leading source for water quality developments, research, regulations, solutions, and cutting-edge technologies. Since 1927, District employees have participated in the WEFTEC Conference.
 
As WEFTEC 2015 is not available through any other source, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act).
 
It is hereby recommended that the Board of Commissioners authorize payment, by direct voucher, to the Water Environment Federation, in an amount not to exceed $54,254.00.  Funds are available in Accounts 101-11000, 15000, 16000, 30000, 40000, 50000, 66000, 67000, 69000-601100.
