Authority to grant a 5-year, non-exclusive easement to the Illinois Department of Transportation on 2 parcels of District real estate comprising a total of 0.0240± acres located on the north and south banks of the Cal-Sag Channel at Western Avenue, in Blue Island, Illinois, and known as portions of SEPA Station No. 3 and Cal-Sal Channel Parcel 15.03, respectively, as construction staging areas.  Consideration shall be $2,500.00

Dear Sir:

 

The Illinois Department of Transportation (“IDOT”) has requested a 5-year, non-exclusive temporary easement on 2 parcels of District real estate comprising a total of 0.0240± acres located on the north and south banks of the Cal-Sag Channel at Western Avenue, in Blue Island, Illinois, and known as portions of SideStream Elevated Pool Aeration (SEPA) Station No. 3 and Cal-Sal Channel Parcel 15.03, respectively, as construction staging areas.

 

IDOT’s highway improvement project consists of rebuilding the south approach of the elevated Western Avenue Bridge structure at the subject location.  The easement premises will be used for staging construction equipment and materials for the subject highway improvement project.

 

The District’s technical departments have reviewed IDOT’s request and have no objections thereto.

 

Parcel 15.03 is under lease to the City of Blue Island (“Blue Island”) for recreational purposes until 2052.  Blue Island has indicated that it has no objection to this easement grant, however, the easement will be subject to the express consent of Blue Island.

 

Because the pro-rata share of the fair market value is less than the District’s standard minimum fee of $2,500.00, an easement fee of $2,500.00 is recommended.

 

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize the grant of a 5-year, non-exclusive easement to the Illinois Department of Transportation on 2 parcels of District real estate comprising a total of 0.0240± acres located on the north and south banks of the Cal-Sag Channel at Western Avenue, in Blue Island, Illinois, and known as portions of SEPA Station No. 3 and Cal-Sal Channel Parcel 15.03, respectively, as construction staging areas.  Consideration shall be $2,500.00.

 

It is also requested that the Executive Director recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute said easement agreement after it is approved by the General Counsel as to form and legality.
