Authority to advertise Contract 14-824-2D Rehabilitation of Bridges, NSA on the North Shore Channel, estimated cost $1,050,000.00, Account 201-50000-645720, Requisition 1400366

Dear Sir:

 

Contract documents and specifications have been prepared for Contract 14-824-2D Rehabilitation of Bridges, NSA on the North Shore Channel.

 

The purpose of this project is to rehabilitate five bridges over the North Shore Channel as identified in the biennial Bridge Inspection Reports of Years 2010, 2012 and 2014.

 

This project consists of the following:

 

1.                     Replacing the deteriorated concrete side walks, reinforcing the steel girders to replace section loss due to corrosion, replacing missing anchor bolts, and painting of Maple and Linden Avenue bridges.  In addition, five feet width of open grid steel deck on both bridges will be filled up with concrete along the length of each bridge to make them user friendly to cyclists.

 

2.                     Repair of the slope protection at the east and west abutments of Church Street Bridge.

 

3.                     Removal of all concrete encasement from bottom flanges of the steel beams and girders, sand blasting and painting exposed steel of Sheridan Road Bridge.

 

It is estimated that 10 jobs will be created or saved as a result of award of this contract with an estimated 4,650 man-hours of skilled trades utilized.

 

The estimated cost for this contract is $1,050,000.00.

 

The bid deposit for this contract is $53,000.00.

 

The contract specifications require that all work shall be completed within 300 calendar days after approval of the contractor’s bond.  Liquidated damages are $1,000.00 for each calendar day that the contractor is in default of the time specified for failing to achieve substantial work completion and $200.00 for each calendar day that the contractor is in default of the time specified for completion of the entire work.

 

The Multi-Project Labor Agreement will be included in this contract.

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract.  The type of work to be performed under the contract is within the “General and Heavy Construction” category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE) and/or Small Business Enterprises (SBE) utilization goals.  The MBE, WBE and/or SBE utilization goals for this contract are:  20% MBE, 10% WBE, and 10% SBE. 

 

The tentative schedule for this contract is as follows:

Advertise                     September 15, 2015

Bid Opening                     October 27, 2015

Award                     December 17, 2015

Completion                     October 13, 2016

 

Funds for the current year are available in Account 201-50000-645720.  Funds for the subsequent year, 2016, are contingent on the Board of Commissioners’ approval of the District’s budget for that year.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 14-824-2D.
