Dear Sir:

 

On November 1, 2012, the Board of Commissioners authorized the Director of Procurement and Materials Management to award Contract 73-161-DH McCook Reservoir Expanded Stage 2 Overburden Removal, to Lane Construction Corporation, in an amount not to exceed $18,657,142.00.  The scheduled contract completion date is October 15, 2015.

 

As of July 10, 2015, the attached list of change orders has been approved.  The effect of these change orders resulted in an increase in an amount of $38,675.00 from the original amount awarded of $18,657,142.00.  The current contract value is $18,695,817.00.  The prior approved change orders reflect a 0.21% increase to the original value.

 

The contract included the removal of overburden material from the Expanded Stage 2 portion of the McCook Reservoir to be hauled to a disposal site. The disposal site is located on District property along the Sanitary and Ship Canal between Willow Springs Road and IL-Route 83. The use of this selected property required the temporary closure of the Centennial Bike Trail that is owned and operated by the Forest Preserve District of Cook County (FPDCC). Upon closure of the bike path on May 15, 2013, some complaints were received about the closure, and as a result, the District held three public meetings with residents at the Willow Springs Community Center to obtain comments and suggestions about improving the Centennial Bike Trail before reopening it again to the public.

 

Due to these meetings and discussions, the main updates that were communicated to the residents were providing a 4-foot wide natural surface hiking trail and 2-foot wide natural surface mountain bike trail that lead to a proposed look-out point on top of the disposal pile.  The look-out point will contain benches, landscaping and informational signage about the area. The mountain bike path was designed based on discussions with members of the Chicago Area Mountain Bikers (CAMBR).  The contractor submitted a cost proposal (CCO-006) for an extra in the amount of $202,000.00. The Engineer reviewed the proposal, found it to be reasonable, and stated via correspondence 105, that the Engineering Department would recommend its approval.

 

This change order is in compliance with the Illinois Criminal Code since the change is due to circumstances not reasonably foreseeable at the time the contract was signed, and is in the best interest of the District.

 

It is hereby recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to execute a change order to increase Contract 73-161-DH in an amount of $202,000.00 (1.08% of the current contract value), from an amount of $18,695,817.00, to an amount not to exceed $18,897,817.00.

 

Funds are available in Account 401-50000-645620.
