TRANSMITTAL LETTER FOR BOARD MEETING OF OCTOBER 1, 2015

COMMITTEE ON PROCUREMENT

Mr. David St. Pierre, Executive Director

Title

Report on rejection of bids for Contract 15-701-22 (Re-Bid), Furnish and Deliver a Turbo Blower and Accessories to the Hanover Park Water Reclamation Plant, estimated cost $175,000.00

Body

Dear Sir:

On February 5, 2015, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 15-701-21, Furnish and Deliver a Turbo Blower and Accessories to the Hanover Park Water Reclamation Plant.

In response to a public advertisement on May 27, 2015, a bid opening was held on June 16, 2015.  All bids were rejected as reported at the Board meeting of August 6, 2015.

In response to a public re-advertisement on August 12, 2015, a bid opening was held on August 25, 2015. The bid tabulation for this contract is:

KINETIC TRACTION SYSTEMS, INC.                         $119,900.00

One thousand sixty-nine (1069) companies were notified of this contract being advertised and twenty-two (22) companies requested specifications.

A review of the sole bid, submitted by Kinetic Traction Systems, Inc., revealed that the equipment offered does not comply with the contract specifications on page DS-3 in the contract documents.  The specification required the motor to have a maximum power draw of 200 hp.  However, the motor offered by the bidder draws a maximum of 270 hp.

Therefore, the bid was considered non-responsive and is rejected in the public’s best interest.  The Director of Procurement and Materials Management has notified Kinetic Traction Systems, Inc., of this action.

The contract will be reviewed and re-advertised as soon as possible.

Recommended, Darlene A. LoCascio, Director of Procurement and Materials Management, DAL:SEB:cm

Respectfully Submitted, Barbara J. McGowan, Chairman Committee on Procurement
