Dear Sir:

 

On March 19, 2015, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 15-906-21, Rehabilitation of One Rotating Assembly at the Racine Avenue Pumping Station. 

 

In response to a public advertisement of July 15, 2015, a bid opening was held on August 4, 2015.  The bid tabulation for this contract is:

 

XYLEM WATER SOLUTIONS USA, INC.                     $186,800.00

PUMPING SOLUTIONS, INC.                     $236,997.00

MIDWEST SERVICE CENTER LLC                     $240,000.00

                     

Three hundred seventy (370) companies were notified of this contract being advertised and twenty-one (21) companies requested specifications.

 

The purpose of this contract is to rehabilitate one rotating assembly on a main sewage pump located at the Racine Avenue Pumping Station.  The rotating assembly was last overhauled in November, 1995 and is due for a scheduled overhaul which is needed to prevent sudden fatigue failures, such as shaft cracks at the impeller keyway region and impeller looseness on the shaft which were observed in the other pumps having more than ten to twelve years of operation.

 

Xylem Water Solutions USA, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications.  The estimated cost for this contract is $245,000.00, placing the bid of $186,800.00, approximately 23.8 percent below the estimate.

 

The contract shall commence upon approval of the Contractor’s bond and will expire 150 days thereafter.

 

The Multi-Project Labor Agreement (MPLA) was not included in this contract because the work is performed at the contractor’s facility.

 

The Affirmative Action Ordinance, Revised Appendix D was not included in this contract because the required services do not provide practical or cost-effective opportunities for direct or indirect subcontracting.

 

The contract will require approximately six (6) people for the services.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 15-906-21 to Xylem Water Solutions USA, Inc., in an amount not to exceed $186,800.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

Funds are available in Account 201-50000-645750.
