Dear Sir:

 

On June 18, 2015, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 15-901-21, Furnish, Deliver and Install Four Sacrificial Deep Anode Ground Beds for the Cathodic Protection System Located at the Mainstream Pumping Station. 

 

In response to a public advertisement of August 19, 2015, a bid opening was held on September 15, 2015.  The bid tabulation for this contract is:

 

CATHODIC PROTECTION MANAGEMENT, INC.                     $459,779.00

CORRPRO COMPANIES, INC.                     *$854,750.00

One hundred sixty-three (163) companies were notified of this contract being advertised and twenty-five (25) companies requested specifications.

 

Cathodic Protection Management, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications.  The estimated cost for this contract is $460,000.00, placing their bid of $459,779.00, approximately equal to the estimate.

 

The contract shall commence upon approval of the Contractor’s Bond and shall terminate on December 31, 2015.

 

Cathodic Protection Management, Inc., is in compliance with the Affirmative Action Ordinance, Revised Appendix D as indicated on the attached report.  The Minority Business Enterprise (MBE), Women Business Enterprise (WBE) and Small Business Enterprise (SBE) utilization goals for this contract are 13 percent MBE, 27 percent WBE and the bidder offers themselves, and MBE and WBE credits to satisfy SBE participation.

 

Cathodic Protection Management, Inc., has executed the Multi-Project Labor Agreement (MPLA) certificate as required.  The construction trade anticipated to be utilized on this contract is electrician.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.  In order for Cathodic Protection Management, Inc. to comply with the MPLA, they intend to subcontract to Will County Well Pump, who is signatory to Operating Engineers 150, and DND, who is signatory to IBEW 134.

 

The contract will require approximately seven (7) people for the services.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 15-901-21 to Cathodic Protection Management, Inc., in an amount not to exceed $459,779.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

Funds are available in account 201-50000-645700.
