Dear Sir:

 

Authorization is requested to issue a purchase order to Muenchmeyer Associates, LLC for training 25 staff members involved in design and construction inspection of sewer rehabilitations and connections performed by contractors on our facilities. The cost of this training will be a sum not to exceed $23,880.00.

 

Muenchmeyer Associates, LLC is a certified training provider for the National Association of Sewer Service Companies (NASSCO).  NASSCO is committed to setting industry standards for the assessment and rehabilitation of underground infrastructure. The training will provide a comprehensive understanding of the cured-in-place pipeline renewal technology, and will train and certify twenty-five engineers and technicians in the Construction Division in cured-in-place pipe (CIPP) installations and manhole rehabilitations, which are methods utilized on many of the District’s sewer rehabilitation projects.

 

The District owns over 550 miles of intercepting sewers, which are being maintained and rehabilitated on an on-going basis under our Interceptor Inspection and Rehabilitation Program (IIRP). This course will give the staff that inspects the contractor’s work the tools they need to ensure a quality installation for the integrity of the District’s infrastructure for years to come. 

 

The Multi-Project Labor Agreement is not applicable due to the specialized nature of the services required.

 

In as much as the firm of Muenchmeyer Associates, LLC is the only certified training provider for the NASSCO, it is recommended that the Director of Procurement and Materials Materials Management be authorized to issue a purchase order to Muenchmeyer Associates, LLC, per Section 11.4 of the Purchasing Act, in an amount not to exceed $23,880.00.

 

Funds are available in Account 101-50000-601100.
