Dear Sir:

 

On March 6, 2008, the Board of Commissioners authorized the Director of Procurement and Materials Management to issue a purchase order and enter into an agreement with Consoer Townsend Envirodyne Engineers, Inc. (now called AECOM), for professional engineering services for Contract 06-212-3M Calumet TARP Pump Station Improvements, Calumet Water Reclamation Plant, in an amount not to exceed $887,338.00. The scheduled contract completion date is May 19, 2018.

 

As of January 22, 2016, the attached list of change orders has been approved. The effect of these change orders resulted in an increase in the amount of $840,827.00 from the original amount awarded of $887,338.00. The current contract value is $1,728,165.00. The prior approved change order reflects a 94.8% increase to the original contract value.

 

AECOM was originally retained to provide engineering design work for the Calumet TARP Pump Station Improvements project, which is presently being built under Construction’s Contract 06-212-3M, with Solliitt/Sachi/Alworth JV as the general contractor. The improvements include replacement of the six TARP pumps and motors, replacement of the four existing VFDs and installation of two new VFDs, construction of platforms in each pump room to support the VFDs, and other work. In order to increase the firm pumping capacity of the TARP Station, the two original small pumps are being replaced with two larger capacity pumps, identical in capacity and manufacture to the other four new pumps. Due to space constraints in the Pump Rooms, the orientation of the pump and piping had to be modified in order to fit the larger equipment. During construction, with equipment selection and dimensional layout finalized, issues have arisen with constructability of the suction piping connection to the main suction header.

 

During design, AECOM developed a flow model to simulate different piping angles and the effects of these angles on the fluid flow as it approaches the pump. The District is now requesting that AECOM utilize this model to run several scenarios for the suction piping, to ensure that the selected angle is optimum from both a construction and flow perspective.

 

This change order is in compliance with the Illinois Criminal Code since the change is germane to the contract.

 

It is hereby recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to execute a change order to increase the purchase order and amend the agreement in an amount of $20,000.00 (1.2% of the current contract value), from an amount of $1,728,165.00, to an amount not to exceed $1,748,165.00.

 

Funds are available in Account 401-50000-612450.
