Body
Dear Sir:
On July 8, 1971, the District granted the Village of Skokie (“Skokie”) the right to enter District land located along the easterly bank of the North Shore Channel, commencing at a point approximately 700’ north of Howard Street on a 10’ wide strip to Brummel Street to construct an 8-inch water main. Subsequently, on August 3, 1972, the District amended its July 8, 1971 Orders expanding the area under the right of entry by approximately 1900 lineal feet to allow Skokie to install the water main commencing at Howard Street on the south to Oakton Street on the north. Skokie is now requesting a 25-year easement to continue to maintain and operate its 8-inch water main.
Parcels 6.01 and 6.20 are vacant. Parcels 6.02, 6.14, 6.06 and 6.11 are leased to Vineyard Christian Fellowship, Chicago Transit Authority and Monarch Asphalt Company, respectively. Accordingly, Skokie will be required to obtain the written consent of these District lessees.
The District’s technical departments have no objections to the requested easement. A nominal fee of $10.00 is recommended as is customary for governmental entities using District property for a public purpose.
It is requested that the Executive Director recommend to the Board of Commissioners that it authorize the grant of a 25-year, 2600’ x 15’ non-exclusive easement to the Village of Skokie through the District’s North Shore Channel Parcels 6.01, 6.02, 6.06, 6.11, 6.14 and 6.20 located along the easterly bank of the North Shore Channel between Howard Street and Oakton Street, in Skokie, Illinois, to continue to maintain and operate an existing 8-inch water main. Consideration shall be a nominal fee of $10.00.
It is also requested that the Executive Director recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute said easement agreement after it is approved by the General Counsel as to form and legality.
Requested, Ronald M. Hill, General Counsel, RMH:STM:npe
Recommended, David St. Pierre, Executive Director
Respectfully Submitted, Mariyana T. Spyropoulos, Chairman Committee on Real Estate Development
