Dear Sir:

 

On August 7, 2014, the Board of Commissioners authorized the Director of Procurement and Materials Management to award Contract 11-195-AP Phosphorus Recovery System, Stickney Water Reclamation Plant, to Black & Veatch Construction, Inc., in an amount not to exceed $31,879,000.00. The scheduled contract completion date is September 18, 2016.

 

As of February 5, 2016, the attached list of change orders has been approved. The effect of these change orders resulted in an increase in an amount of $68,980.34 from the original amount awarded of $31,879,000.00. The current contract value is $31,947,980.34. The prior approved change orders reflect a 0.22% increase to the original contract value.

 

The original contract included the installation of 18" pre-digestion centrate piping. The contractor’s original design intent was to utilize PVC piping for the exposed portion. The District standard is to utilize a ferrous type pipe for exterior installations. Therefore, the District requested the contractor to provide a material change for the exposed portion of this 18" pre-digestion centrate pipe, approximately 240 linear feet in length, from PVC to a ceramic epoxy lined and coated ductile iron pipe. The contractor submitted a cost proposal (CCO-004) for an extra in the amount of $124,485.00 and a credit in the amount of $28,592.00, for a net extra in the amount of $95,893.00. The engineer reviewed the proposal, found it to be reasonable, and stated via correspondence 391, that the Engineering Department would recommend its approval.

 

This change order is in compliance with the Illinois Criminal Code since the change is germane to the contract as signed.

 

It is hereby recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to execute a change order to increase Contract 11-195-AP in an amount of $95,893.00 (0.30% of the current contract value), from an amount of $31,947,980.34, to an amount not to exceed $32,043,873.34.

 

Funds are available in Account 401-50000-645650.
