Contract documents and specifications have been prepared for Contract 16-953-11 Furnishing and Delivering a Carbon Source and Distribution System to the Stickney Water Reclamation Plant, at the request of the Maintenance and Operations Department.
The purpose of this contract is to obtain a supply of carbon feedstock and rental of delivery equipment to undertake a full scale phosphorus removal test of one aeration battery at the Stickney Water Reclamation Plant (WRP). The Stickney WRP will be required to comply with a 1.0 mg/L effluent phosphorus limit in its National Pollutant Discharge Elimination System permit staring in January 2019. In order to successfully implement biological phosphorus removal, supplemental carbon is required to relieve the carbon deficit that can be present at times. This contract will enable the District to demonstrate stable phosphorus removal by providing the carbon necessary to supplement the deficit. The carbon feedstock will only be utilized when carbon deficit is present. The demonstration will be conducted over a nine-month period.
The estimated cost for this contract is $500,000.00.
There is no bid deposit for this contract.
The Multi-Project Labor Agreement (MPLA) will not be included because it is a furnish and deliver contract.
The Affirmative Action Ordinance, Revised Appendix D will not be included because it is primarily a furnish and deliver contract.

Funds for the current year are available in Accounts 101-69000-612330/623560.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 16-953-11.
