Dear Sir:

 

On August 6, 2015, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise Contract 14-824-3D Rehabilitation of Bridges, NSA on the North Shore Channel at an estimated cost of $1,173,558.00. Authorization to amend the Authority to advertise was approved at the September 17, 2015, Board meeting.

 

In response to a public advertisement of October 7, 2015, a bid opening was held on November 3, 2015. There was only one company that submitted a bid proposal. On February 4, 2016, the Director of Procurement and Materials Management rejected the sole bid for Contract 14-824-3D because the sole bidder’s proposal was too high.

 

The Engineering Department has reviewed the cost estimate and found that some work areas would require additional man-hours due to its complexity and, therefore, revised the estimated cost. The revised estimated cost for this project is $1,766,906.00.

 

The purpose of this project is to rehabilitate five bridges over the North Shore Channel as identified in the biennial Bridge Inspection Reports of Years 2010, 2012 and 2014.

 

This project consists of the following:

 

1.                     Replacing the deteriorated concrete sidewalks, reinforcing the steel girders to replace section loss due to corrosion, replacing missing anchor bolts, and painting of Maple and Linden Avenue bridges. In addition, five feet width of open grid steel deck on both bridges will be filled up with concrete along the length of each bridge to make them user friendly to the bikers.

 

2.                     Repair of the slope protection at the east and west abutments of Church Street Bridge.

 

3.                     Removal of all concrete encasement from bottom flanges of the steel beams and girders, sand blasting and painting exposed steel of Sheridan Road Bridge.

 

4.                     Replace missing anchor nut at bearing on east pier and repair concrete sidewalk of Main Street Bridge.

 

The revised tentative schedule for this contract is as follows:

Advertise                     April 6, 2016

Bid Opening                     May 10, 2016

Award                     August 4, 2016

Completion                     August 9, 2017

 

Funds for the revised cost estimate are available in Account 401-50000-645720.

 

It is hereby recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to increase the cost estimate for Contract 14-824-3D (Re-bid) from $1,173,558.00 to $1,766,906.00.
