Dear Sir:

 

During a recent inspection, the Maintenance and Operations Department (M&O) observed a sinkhole in a paved road area adjacent to a manhole on the District's Northshore 3 Intercepting Sewer.  This manhole is located along Old Green Bay Road at approximately Dundee Road, in the Village of Glencoe.  The site was immediately secured by M&O and the sinkhole was covered with steel road plates and blocked by road barricades.

 

The manhole, which is approximately 47 feet deep, was inspected and found to be in very poor shape, with multiple holes that could lead to a worsening of the sinkhole.  Given the extent of the deterioration, typical patching of the manhole walls is insufficient to stem progression of the problem.  The Engineering Department has identified a plan to reinstate the manhole's structural integrity by means of a carbon fiber structural lining material.  An alternative option is to construct a new adjacent manhole and then abandon the existing manhole.  Proposals are being received for both the repair and replacement options from qualified and available firms.  The proposals for the work will include either installation of the carbon fiber material or a brand new manhole, armoring of a portion of the manhole with a steel plate to reduce erosion from an incoming force main, and restoration of the surrounding pavement.  The preliminary cost estimate for the repairs is $300,000.00.

 

In consideration of the above and in accordance with Section 11.5 of the Purchasing Act, it is requested that the Board of Commissioners declare an emergency affecting public health and safety for repairs and improvements to the manhole and pavement associated with Northshore 3 Intercepting Sewer, and to authorize execution of a contract to resolve the emergency.  This emergency is anticipated to terminate on May 15, 2016.

 

Funds are being requested from the Construction Fund. 

 

A full report of the resolution of the emergency will be presented to the Board at a future Board Meeting.
