Dear Sir:

 

Authority is requested to add Request for Proposal (RFP) 16-RFP-09, Design, Build, Operate and Maintain a Native Plant and Tree Nursery at Hanover Park Water Reclamation Plant Fischer Farm, to the Construction Fund, at the request of the Maintenance and Operations Department.

 

The purpose of this request for proposal is to select a contractor to utilize portions of the Fischer Farm at the Hanover Park WRP to establish a nursery for native plant and tree production using the biosolids-based compost now being produced by the District.  A study was conducted in 2015 by Ecology & Vision, LLC, that determined that it was feasible to transform a portion of the District’s property at the Fischer Farm into a nursery facility that uses the biosolids compost as a viable growing media.  When completed, this facility will provide an opportunity for community outreach by educating residents about wastewater treatment and the District’s commitment to sustainable practices and to set a precedent to other communities that biosolids should be considered a resource rather than a waste product. 

 

The project consists of the construction of a tree and shrub nursery including community space, production facilities and plant production plots.  The estimated cost for this contract is $2,500,000.00.
