Authority to grant a 10-year, non-exclusive easement to Commonwealth Edison Company to continue to use an existing access road through District North Shore Channel Parcel 6.12 located along the eastern boundary of the Skokie Sports Park Complex to access its “Skokie Substation No. 85”.  Consideration shall be an initial annual fee of $5,000.00

Dear Sir:

 

Commonwealth Edison Company (“ComEd”) operates and maintains its “Skokie Substation No. 85” on ComEd owned real estate located adjacent to and north of the O’Brien Water Reclamation Plant and the CTA’s yellow line tracks in Skokie.  ComEd is using an existing roadway located along the easterly boundary of North Shore Channel Parcel 6.12 and known as the Skokie Sports Park Complex.  Parcel 6.12 is currently under lease to the Skokie Park District until 2032.  ComEd’s current easement commenced January 1, 2006 and expires December 31, 2016.  ComEd currently pays an annual rent of $2,145.52.

 

ComEd has requested a new 10-year easement to continue to access its “Skokie Substation No. 85” at the subject location.

 

The District’s technical departments have reviewed ComEd’s request for a new easement and have no objections thereto.

 

It is recommended that an initial annual fee of $5,000.00 be assessed as 10% of the fair market value fee of the easement premises would yield a fee less than the District's minimum fee of $5,000.00.

 

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize the grant of a 10-year, non-exclusive easement to Commonwealth Edison Company to continue to use an existing access road through District North Shore Channel Parcel 6.12 located along the eastern boundary of the Skokie Sports Park Complex to access its “Skokie Substation No. 85”.  Consideration shall be an initial annual fee of $5,000.00.

 

It is also requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute said easement agreement on behalf of the District after it is approved by the General Counsel as to form and legality.
