Authority to issue a five (5) year permit to the Illinois State Water Survey to construct, operate, maintain, repair and remove a pole/tower at the observation well located at the Calumet Water Reclamation Plant. Consideration shall be $10.00

Dear Sir:
The Illinois State Water Survey (“ISWS”) is a division of the Prairie Research Institute of the University of Illinois at Urbana-Champaign. ISWS has been monitoring an observation well located at the Calumet Water Reclamation Plant (“Calumet WRP”) since its construction in January of 1968. The well allows ISWS to conduct measurements every 5 to 10 years to assess changes to the deep bedrock system. Because of its accuracy and long-term recordkeeping, ISWS would like to use this well in a real-time water level measurement network, which would be accessible via the ISWS website. ISWS has requested to construct a pole/tower with a cement base at the observation well located at the Calumet WRP to house the corresponding electronic equipment necessary to measure the depth of the water and send the measurements via a cell phone modem and have access to the pole/tower and the observation well. The issuance of a permit allowing ISWS to continue to access the well and perform the equipment upgrade work is therefore necessary.
The technical departments have reviewed this request and have no objections to issuance of a permit to ISWS for this purpose.
It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a five (5) year permit to the Illinois State Water Survey to construct, operate, maintain, repair and remove a pole/tower at the observation well located at the Calumet Water Reclamation Plant.
It is further requested that the Executive Director recommend to the Board of Commissioners that the Chairman of the Committee on Finance and the Clerk be authorized and directed to execute said permit after same is approved by the General Counsel as to form and legality.
