Dear Sir:

 

On December 3, 2015, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 16-666-11, Hazardous Waste Disposal at Various Locations. 

 

In response to a public advertisement of March 16, 2016, a bid opening was held on April 5, 2016.  The bid tabulation for this contract is:

 

TRADEBE TREATMENT AND RECYCLING, LLC                     *$166,080.74

VEOLIA ES TECHNICAL SOLUTIONS, LLC                     *$195,675.65

HERITAGE ENVIRONMENTAL SERVICES, LLC                     $205,459.15

KLF ENTERPRISES                     $394,496.20

Two hundred thirty (230) companies were notified of this contract being advertised and nineteen (19) companies requested specifications.

 

The lowest bid, submitted by Tradebe Treatment and Recycling, LLC (Tradebe), contains an alteration on Bid Item 39, page P-3A.  Tradebe changed the unit of measure required, from a per pound basis to an event basis, for the disposal of low-level radioactive material.  Therefore, the bid is considered non-responsive and rejected in accordance to page R-2, paragraph 7 of the Bidding Requirements and Instructions to Bidders.  The Director of Procurement and Materials Management has notified Tradebe Treatment and Recycling, LLC of this action.

 

Veolia ES Technical Solutions, LLC, the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications.  The estimated cost for this contract is $210,000.00, placing their bid of $195,675.65, approximately 6.9 percent below the estimate.

 

The contract shall terminate on December 31, 2018.

 

The Affirmative Action Ordinance, Revised Appendix D is not included in this contract due to the highly specialized nature of the work.

 

The Multi-Project Labor Agreement (MPLA) is not included in this contract because the classification of work does not fall within the provisions of the MPLA.

 

The contract will require approximately four (4) people for the services.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 16-666-11 to Veolia ES Technical Solutions, LLC, in an amount not to exceed $195,675.65, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

Funds for the 2016 expenditures, in the amount of $55,675.65, are available in account 101-66000-612520.  The estimated expenditures for 2017 are $70,000.00, and for 2018 are $$70,000.00.  Funds for the 2017 and 2018 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
