Authorization is requested to enter into a joint funding agreement with the United States Department of the Interior - U.S. Geological Survey (USGS) to supply and install flow monitoring and water quality instrumentation set-ups at Chicago Public Schools (CPS) elementary schools starting in 2016.
In 2014, the District to entered into an agreement with CPS and the City of Chicago Department of Water Management (DWM) to install Green Infrastructure (GI) as an integral component in playground improvements at various elementary schools. These projects provide a multitude of benefits from preventing stormwater from entering the combined sewer system to educating the public about the value of GI and present an ideal opportunity to validate the effectiveness of GI.
USGS has proposed to install instrumentation this summer at two schools, Grissom Elementary School (12810 S Escanaba Ave, Chicago) and Morrill Elementary School (6011 S Rockwell St, Chicago), with monitoring to occur through 2017. The data collected will then be analyzed by the USGS and the District to evaluate the performance of the GI installed at these schools.
The total cost of the study is $121,000.000. The District’s contribution is proposed to be $55,085.00.
In view of the foregoing, it is recommended that the District be authorized to enter into an agreement with USGS and make payment to USGS in an amount not to exceed $55,085.00. Funds for the 2016 expenditures, in the amount of $20,000.00, are available in Account 501-50000-612490. The estimated expenditure for 2017 is $35,080.00. Funds for the 2017 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for 2017.
