Dear Sir:

 

Contract documents and specifications have been prepared for Contract 16-605-21, Installation of a Drainage Tile and Bioreactors at the Prairie Plan in Fulton County, Illinois, at the request of the Maintenance and Operations Department.

 

The purpose of this contract is to install two drainage water management systems and three denitrifying bioreactor systems, covering 82 acres of farmland, in Field 106 of the District’s Prairie Plan Site in Fulton County Illinois. The systems will be installed as part of a demonstration project for recapture of nutrient runoff to enhance watershed health. Work will be performed in accordance with: USDA NRCS’s Drainage Water Management Code 554, Structure for Water Control Code 587, and Subsurface Drain Code 606; and University of Illinois, Department of Agricultural and Biological Engineering, Illinois Drainage Guide.

 

The estimated cost of this contract is $150,000.00.

 

The bid deposit for this contract is $7,500.00.

 

The Multi-Project Labor Agreement (MPLA) will not be included in this contract because the work takes place in Fulton County, Illinois.

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The type of work to be performed under the contract is within the “General and Heavy Construction” category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE) and Small Business Enterprises (SBE) utilization goals. The WBE, MBE and SBE utilization goals for this contract are: 20% Minority Business Enterprises (MBE), 10% Women’s Business Enterprises (WBE) and 10% Small Business Enterprises (SBE).

 

The tentative schedule for this contract is as follows:

Advertise                     July 20, 2016

Bid Opening                     August 16, 2016

Award                     September 1, 2016

Completion                     December 31, 2016

 

Funds for are available in Account 201-50000-645690.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 16-605-21.
