COMMITTEE ON Procurement

Mr. David St. Pierre, Executive Director

Title

Issue purchase order to Carahsoft Technology Corporation to Furnish and Deliver Acquia Cloud Software-as-a-Service and a subscription agreement with Acquia Inc. for a one year period in amount not to exceed $29,315.52, Account 101-27000-623800 Requisition 1426534

Body

Dear Sir:

Authorization is requested to issue a purchase order to Carahsoft Technology Corporation to furnish and deliver Acquia Cloud Software-as-a-Service and enter into a subscription agreement with Acquia Inc., for a one-year period under General Services Administration (GSA) Joint Purchasing Contract GS-35F-0119Y.  The District has the ability to participate in GSA contracts under the Government Joint Purchasing Act, 30 ILCS 525/0.01 et.seq.  This purchase order will expire on June 29, 2017.

GS-35F-0119Y is a GSA Schedule 70 Contract which offers a wide range of software and accompanying services through licensing agreements.  The GSA currently has a competitively bid contract with Carahsoft Technology Corporation for the purchase of Acquia software products and services.  The GSA contract enables authorized governmental units to purchase Acquia software products and services at a discounted rate during the period covered by the contract:  December 20, 2011 through December 19, 2016.

The Acquia Cloud Software-as-a-Service (SaaS) based deployment model will host an open-source web content management platform for Drupal which will be used for District websites and applications.

Carahsoft Technology Corporation, the sole source of supply under GSA Contract GS-35F-0119Y, has submitted prices for the products required.  Inasmuch as Carahsoft Technology Corporation is the only source of supply for Acquia Cloud Software-as-a Service, nothing would be gained by advertising for bids (Section 11.4 of the Purchasing Act).

Carahsoft Technology Corporation is registered and in good standing with the State of Illinois.

The Multi-Project Labor Agreement is not applicable to this contract because it is primarily a furnish and deliver contract.

In view of the foregoing, it is requested that the Director of Procurement and Materials Management be authorized to issue said purchase order to Carahsoft Technology Corporation to Furnish and Deliver Acquia Cloud Software-as-a-Service and a subscription agreement with Acquia Inc.for a one year period in amount not to exceed $29,315.52 under General Services Administration (GSA) Joint Purchasing Contract GS-35F-0119Y.

Funds are available in Account 101-27000-623800.

Requested, John Sudduth, Director of Information Technology, JS:SK:BVS:bvs

Recommended, Darlene A. LoCascio, Director of Procurement and Materials Management

Respectfully Submitted, Barbara J. McGowan, Chairman Committee on Procurement
