Authority to advertise Contract 15-118-3M Main Sewage Pump Seal Water System Modification, Mainstream Pumping Station, estimated cost $1,030,000.00, Account 401-50000-645600, Requisition 1425926

Dear Sir:

 

Contract documents and specifications have been prepared for Contract 15-118-3M Main Sewage Pump Seal Water System Modification, Mainstream Pumping Station.

 

The purpose of the project is to eliminate all potential points of cross-contamination between wastewater being transferred through the Mainstream Pumping Station and city water being provided to the pumping station, to ensure compliance with the Illinois Department of Public Health.  The potential sources of cross-contamination that have been identified include the existing seal water system associated with the main sewage pumps located in the Facilities Building and the existing gate cleaning system located in the Gatehouse Building.

 

The project consists of the following:

 

1.                                          Disconnection of city water lines currently feeding the seal water system for both the North and South Pump House Receiving Rooms located within the Facilities Building.

 

2.                     Installation of two (2) break tank pumping skids; one (1) skid is to be installed in both the North and South Pump House Receiving Rooms located in the Facilities Building.

 

3.                     Connection of the city water lines to the new break tank pumping skids installed in both the North and South Pump House Receiving Rooms located in the Facilities Building.

 

4.                     Installation of service water lines to connect the break tank pumping skids to the seal water system in both the North and South Pump House Receiving Rooms located in the Facilities Building.

 

5.                     Installation of conduit and wiring for power and controls for the break tank pumping skids in both the North and South Pump House Receiving Rooms located in the Facilities Building.

 

6.                     Painting and Identification of all city and service water lines connected to the seal water system, including piping located at Elevations -297.0, -317.0 and -329.0.

 

7.                     Disconnection of the city water lines currently feeding the gate cleaning system located in the Gatehouse Building.

 

8.                     Demolition of two (2) glycol heating systems located in the Gatehouse Building along with any associated piping, control panels, equipment pads and any other ancillary equipment associated with the heating system.

 

9.                     Demolition of two (2) gate house cleaning pumps located in the Gatehouse Building (control panels for the cleaning pumps to remain).

10.                     Demolition of service water line feeding the hose bib on the southeast side of the Gatehouse Building.

 

11.                     Installation of break tank pumping skid in the Gatehouse Building.

 

12.                     Modification of the city water piping currently feeding the gate cleaning pumps, to feed the new break tank pumping skid and installation of new piping, accessories and appurtenances needed to connect the break tank pumping skid to the gate cleaning system.

 

13.                     Tie in controls for new break tank pumping skid with existing gate cleaning system control cabinets.

 

It is estimated that 10 jobs will be created or saved as a result of award of this contract with an estimated 1,400 man-hours of skilled trades utilized.

 

The estimated cost for this project is $1,030,000.00.

 

The bid deposit for this contract is $52,000.00.

 

The contract specifications require that all work shall be completed within 545 calendar days after approval of the contractor’s bond.  Liquidated damages are $1,000.00 for each calendar day that the contractor is in default of the time specified for failing to achieve substantial work completion and $200.00 for each calendar day that the contractor is in default of the time specified for completion of the entire work.

 

The Multi-Project Labor Agreement will be included in this contract.

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract.  The type of work to be performed under the contract is within the “Mechanical” category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE) and/or Small Business Enterprises (SBE) utilization goals.  The MBE, WBE and/or SBE utilization goals for this contract are:  20 percent MBE, 9 percent WBE, and 10 percent SBE. 

 

The tentative schedule for this contract is as follows:

Advertise                     July 27, 2016

Bid Opening                     August 16, 2016

Award                     October 6, 2016

Completion                     April 2, 2018

 

Funds are available in Account 401-50000-645600.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 15-118-3M.
