Report on rejection of bids for Contract 16-685-51, Furnishing, Delivering and Administration of Rain Barrels, estimated cost $1,700,000.00

Dear Sir:

 

On May 19, 2016, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 16-685-51, Furnishing, Delivering and Administration of Rain Barrels.

 

In response to a public advertisement on June 1, 2016, a bid opening was held on July 7, 2016.  The bid tabulation for this contract is:

 

ATLAS & ASSOCIATES, INC.                     $1,798,500.00

      

Three hundred sixty-two (362) companies were notified of this contract being advertised and ten (10) companies requested specifications.

 

A review of the sole bid, submitted by Atlas & Associates, Inc., revealed that the company is unable to meet the terms and specifications of the contract. As stated in the contract documents, the bidder was asked to provide the following information prior to award:

 

1.                     A list of at least three references where similar work has been performed.

2.                     Letters of commitment from his rain barrel supplier and his warehouse & storage facility.

3.                     A plan showing the ability to deliver and distribute 700 rain barrels per day.

4.                     Letter of commitment from his webmaster indicating the ability to have a website, capable of taking and tracking orders, up and running within approximately three weeks.

5.                     A written Operations Plan, with sufficient detail, to enable the District to evaluate conformance of the proposed plan with the Detail Specifications. 

Atlas & Associates, Inc. was unable to provide the documents requested.  Therefore, their bid is considered non-responsive and rejected in the public’s best interest.  The Director of Procurement and Materials Management has informed Atlas & Associates, Inc., of this action. 

 

The contract will be reviewed, revised and re-advertised as soon as possible.
