Dear Sir:

 

On January 7, 2016, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 16-653-11, Underground Infrastructure Cleaning at Various Locations. 

 

In response to a public advertisement of April 27, 2016, a bid opening was held on May 31, 2016.  The bid tabulation for this contract is:

 

SHERIDAN PLUMBING & SEWER, INC.                     $994,160.00

NH ENVIRONMENTAL GROUP INC.

                     D/B/A TIERRA ENVIRONMENTAL SERVICES COMPANY                     *$1,236,610.00

ANCHOR MECHANICAL, INC.                     $1,257,080.00

Two hundred sixty-one (261) companies were notified of this contract being advertised and eighteen (18) companies requested specifications.

 

Sheridan Plumbing & Sewer, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications.  The estimated cost for this contract is $900,000.00, placing their bid of $994,160.00, approximately 10.5 percent above the estimate.

 

The contract shall terminate on December 31, 2017.

 

Sheridan Plumbing & Sewer, Inc., is in compliance with the Affirmative Action Ordinance, Revised Appendix D as indicated on the attached report.  The Minority Business Enterprise (MBE), Women Business Enterprise (WBE) and Small Business Enterprise (SBE) utilization goals for this contract are 10 percent MBE and/or WBE and the bidder offers WBE to satisfy SBE participation.

 

Sheridan Plumbing & Sewer, Inc., has executed the Multi-Project Labor Agreement (MPLA) certificate as required.  It is anticipated that the following trades will be utilized on this contract:  laborers.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.

 

The contract will require approximately six (6) people for the services.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 16-653-11 to Sheridan Plumbing & Sewer, Inc., in an amount not to exceed $994,160.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

Funds for the 2016 expenditures, in the amount of $515,260.00, are available in Account 101-66000-612600.  The estimated expenditures for 2017 are $478,900.00.  Funds for the 2017 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for that year.
