Dear Sir:

 

Contract documents and specifications have been prepared for maintenance services for various small streams in Cook County, Illinois, at the request of the Maintenance and Operations Department.

 

The purpose of this contract is to procure labor, small equipment and heavy equipment to remove debris, tree limbs and branches, debris jams, beaver dams, nuisance vegetation and other blockages in order to maintain drainage in the various small streams, overbanks and culverts in Cook County, Illinois on an as-needed basis for a two-year period.

 

The estimated cost for this contract is $5,000,000.00. The estimated 2017 and 2018 expenditures are $2,500,000.00 and $2,500,000.00 respectively.

 

The bid deposit for this contract is $50,000.00.

 

It is anticipated that this contract will employ approximately 150 personnel, with 50 of these jobs in the construction sector.

 

The Multi-Project Labor Agreement will be included in this contract.

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The types of work to be performed under the contract are within the "Miscellaneous Building Construction" and "Excavation" categories for establishing utilization goals. The utilization goals for this contract are, 20% Minority Business Enterprises (MBE), 9% Women’s Business Enterprises (WBE) and 10% Small Business Enterprises (SBE).

 

The tentative schedule for this contract is as follows:

Advertise                     September 21, 2016

Bid Opening                     October 18, 2016

Award                     January 5, 2017

Completion                     December 31, 2018

 

Funds for 2017 and 2018 are contingent on the Board of Commissioners’ approval of the District’s budget for those years.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 17-646-51.
