Dear Sir:

 

Contract documents and specifications have been prepared for rehabilitation of the North Service Area sludge line air relief structures at various locations at the request of the Maintenance and Operations Department.

 

The purpose of this contract is to remove the existing air valves, operating valves and auxiliary pipe sections, and then install new automatic air blow-off valves, isolation valves, plug valves and clean-out tee sections in seven sludge line service vaults in the north service area. The 18.3 mile force main conveys 2.5 mgd of sludge each day from the O'Brien WRP to the Stickney WRP for processing. The existing valves have become corroded, difficult to operate and vulnerable to failure. Their rehabilitation is critical to maintaining operating pressures and flow.

 

The estimated cost for this contract is $381,500.00.

 

The bid deposit for this contract is $19,000.00.

 

The Multi-Project Labor Agreement (MPLA) will be included in this contract.

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The type of work to be performed under the contract is within the “Miscellaneous Building Construction” category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE) and Small Business Enterprises (SBE) utilization goals. The WBE, MBE and SBE utilization goals for this contract are: 10% Minority Business Enterprises (MBE) and/or Women’s Business Enterprises (WBE) and 10% Small Business Enterprises (SBE).

 

The tentative schedule for this contract is as follows:

Advertise                     August 24, 2016

Bid Opening                     September 13, 2016

Award                     October 6, 2016

Completion                     December 31, 2016

 

Funds are available in Account 201-50000-645600.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 16-606-21.
