Authorization to negotiate an intergovernmental agreement with the City of Oak Forest for a Flood Control Project on Natalie Creek in Midlothian and Oak Forest, Illinois

Dear Sir:

 

Authorization is requested to negotiate an intergovernmental agreement (IGA) with the City of Oak Forest (City) to outline certain responsibilities associated with the proposed Flood Control Project on Natalie Creek in Midlothian and Oak Forest, Illinois.

 

On September 9, 2013, the Board of Commissioners authorized the District to negotiate an intergovernmental agreement (IGA) with the Village of Midlothian (Village) and other entities for stormwater projects approved under its Phase II Stormwater Management Program, including the above captioned project.

 

On August 7, 2014, authorization to issue a purchase order and enter into an agreement with Burns and McDonnell Engineering Company, Inc. for professional engineering services for Contract 14-252-5C, Preliminary Engineering for a Flood Control Project on Natalie Creek, was granted by the Board of Commissioners.  The Preliminary Engineering study was completed in January 2016, in which a recommended flood control alternative was selected, and on March 17, 2016 authorization to issue a purchase order and enter into an agreement with Burns and McDonnell Engineering Company, Inc. for professional engineering services for Contract 14-252-3F, Final Design for a Flood Control Project on Natalie Creek, was granted by the Board of Commissioners.

 

The recommended project limits extend from approximately 157th Street and Central Park Avenue in Oak Forest to 146th Street and Pulaski Road in Midlothian for a total distance of nearly 16,000 feet along Natalie Creek.  The proposed project will address overbank flooding by upsizing restrictive culverts, widening the channel at several locations, and creating a new stormwater storage basin along the creek.  The District intends to negotiate with both the City and the Village for maintenance of the proposed improvements within their respective jurisdictions and other project considerations.

 

Based on the foregoing, it is requested that the Board of Commissioners grant authority to negotiate an IGA with the City of Oak Forest for a Flood Control Project on Natalie Creek.  After the parties agree in principle, authority to enter into IGAs will be sought from the Board of Commissioners.
