Dear Sir:

 

On April 21, 2016, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 16-902-21, Pavement Rehabilitation at Various Service Areas. 

 

In response to a public advertisement of June 15, 2016, a bid opening was held on July 12, 2016. 

The bid tabulation for this contract is:

 

PAN-OCEANIC ENGINEERING COMPANY, INC.                     $1,147,400.00

NORTHWEST GENERAL CONTRACTORS, INC.                     $1,996,859.00

 

Four hundred three (403) companies were notified of this contract being advertised and twenty-three (23) companies requested specifications.

 

Pan-Oceanic Engineering Company, Inc., the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications. The estimated cost for this contract was $1,480,000.00, placing their bid of $1,147,400.00 approximately 22.5 percent below the estimate.

 

Pan-Oceanic Engineering Company, Inc., is in compliance with the Affirmative Action Ordinance, Revised Appendix D as indicated on the attached report.  The Minority Business Enterprise (MBE), Women Business Enterprise (WBE) and Small Business Enterprise (SBE) utilization goals for this contract are 10 percent WBE.  The bidder offers self to satisfy MBE goal and offers MBE credits to satisfy SBE participation.

 

Pan-Oceanic Engineering Company, Inc., has executed the Multi-Project Labor Agreement (MPLA) certificate as required.  It is anticipated that the following construction trades will be utilized on this contract:  carpenters, laborers, operating engineers, traffic safety workers and truck drivers.  This list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.

 

The contract will require approximately fourteen (14) people for the services.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 16-902-21, to Pan-Oceanic Engineering Company, Inc., in an amount not to exceed $1,147,400.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

The work under this contract shall begin upon approval of the contractor’s bond and terminate December 31, 2017.

 

Funds for the 2016 expenditures, in the amount of $450,000.00, are available Account 201-50000-645600, 645680.  The estimated expenditures for 2017 are $697,400.00.  Funds for the 2017 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for that year.
