Dear Sir:

 

On June 4, 2015, the Board of Commissioners authorized the Director of Procurement and Materials Management to issue purchase orders and enter into agreements for Contract 15-RFP-11 Legal Services for Workers’ Compensation Defense with Dennis Noble & Associates, P.C. in an amount not to exceed $170,000.00, and with Neuson Law, P.C., in an amount not to exceed $80,000.00. These contracts expire on May 31, 2017.

 

As of November 19, 2015, the attached list of change orders has been approved. The effect of these change orders resulted in an increase of the purchase order to Dennis Noble & Associates, P.C in an amount of $27,000.00 (a 15.88% increase) from the original amount awarded of $170,000.00, to a current contract value of $197,000.00; and an increase of the purchase order to Neuson Law P.C. in an amount of $8,500.00 (a 10.63% increase) from the original amount of $80,000.00, to a current contract value of $88,500.00. 

 

These change orders are required for continued legal representation on workers’ compensation cases for the period ending December 31, 2016. Additional funds are needed to continue the representation by Dennis Noble & Associates, P.C. and by Neuson Law, P.C. for 2016. Services to be provided by legal counsel include advice and counsel on disputed and litigated claims, processing of pro se settlements, and representation before arbitrators at the Illinois Workers’ Compensation Commission and on appeals.

 

These change orders are in compliance with the Illinois Criminal Code since they are germane to the contract as signed, and are in the best interest of the District.

 

It is hereby recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to execute change orders to increase the purchase order for Dennis Noble & Associates, P.C., in an amount of $40,000.00 (20.3% of current contract value), from an amount of $197,000.00, to an amount not to exceed $237,000.00, and for Neuson Law, P.C., in an amount of $9,000.00 (10.17% of current contract value), from an amount of $88,500.00, to an amount not to exceed $97,500.00.

 

Funds are available in Account 101-25000-612430.
