Authorization to negotiate and enter into a Memorandum of Understanding with the Illinois State Toll Highway Authority for collaboration on the planning, design, and construction of capital projects to address flooding, and coordination of other common initiatives and mutually beneficial pursuits

Dear Sir:

 

Authorization is requested to negotiate and enter into a Memorandum of Understanding (MOU) with the Illinois State Toll Highway Authority (ISTHA) for collaboration on the planning, design, and construction of capital projects to address flooding, and coordination of other common initiatives and mutually beneficial pursuits.

 

Currently, ISTHA is performing planning work along its central Tri-State tollway corridor, and has identified flooding as one of the primary issues which could be addressed through collaborative efforts with the District.  The Engineering Department has reviewed information developed and obtained through its Detailed Watershed Planning efforts and Stormwater Management Phase II program, and identified a number of existing project and problem areas within the aforementioned corridor.  In addition, the District and ISTHA may benefit from coordinating their respective chlorides reduction efforts, and evaluation of the use of District biosolids and excess construction materials for capital projects.   Further approval by the Board of Commissioners will be sought prior to negotiating agreements between the parties to establish roles and obligations of financial and personnel resources.

 

Based on the foregoing, the Engineering Department recommends that the District be authorized to negotiate and enter into a MOU with the Illinois State Toll Highway Authority for the mutual benefits described above, and that the Chairman of the Committee on Finance, the Executive Director, and the Clerk be authorized to execute said MOU on behalf of the District, upon approval by the Directors of Engineering, Maintenance and Operations, and Monitoring and Research as to technical matters and by the General Counsel as to form and legality.
