Dear Sir:

 

On December 2, 2010, the Board of Commissioners authorized the Director of Procurement and Materials Management to award Contract 04-203-4F Final Reservoir Preparation, Thornton Composite Reservoir, Calumet Service Area, to Walsh/II in One, Joint Venture, in an amount not to exceed $50,763,937.00.  The projected contract completion date is September 30, 2016.

 

As of August 5, 2016, the attached list of change orders has been approved.  The effect of these change orders resulted in an increase in an amount of $818,075.17 from the original amount awarded of $50,763,937.00.  The current contract value is $51,582,012.17.  The prior approved change orders reflect a 1.61% increase to the original contract value.

 

The Thornton Composite Reservoir became operational in the Fall of 2015.  In early 2016, the District observed rockfall debris from the north highwall on the lower access ramp.  A field inspection was conducted to evaluate site conditions, upon which highwall stabilization measures and improvements were recommended.  To address the conditions that led to the rockfall, this change order includes repair work consisting of rock scaling, rock bolt installation, and rockfall netting repair.  This change order also includes clearing of the rockfall debris from the lower access ramp.

 

On February 4, 2016, the Board of Commissioners authorized the District to issue a purchase order and enter into an agreement for Contract 04-203-AF for furnishing and delivery of thirteen (13) additional solar powered mixers which, in combination with the existing seven (7) mixers within the reservoir, will better prevent the escape of odorous gases from the reservoir.  The additional thirteen (13) mixers have been fabricated and are now ready to be installed.  This change order includes the furnishing, delivery, and installation of an anchoring system consisting of synthetic weather-resistant rope, buoys, and concrete anchor blocks to accommodate all twenty (20) solar power mixers spaced throughout the reservoir to provide enhanced odor protection. The contractor submitted a cost proposal (CCO-025) for an extra in the amount of $2,342,811.00.  The engineer reviewed the proposal, found it to be reasonable, and stated via correspondence 778 that the Engineering Department would recommend its approval.

 

This change order is in compliance with the Illinois Criminal Code since the change is germane to the contract.

 

It is hereby recommended that the Board of Commissioners authorize the Director of Procurement and Materials Management to execute a change order to increase Contract 04-203-4F in an amount of $2,342,811.00 (4.54% of the current contract value), from an amount of $51,582,012.17, to an amount not to exceed $53,924,823.17.

 

Funds are available in Account 401-50000-645600.
