Dear Sir:
On June 2, 2016, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 16-025-11 furnish and deliver plumbing pipe, fittings and valves to various locations for a one year period, beginning approximately September 1, 2016 and ending August 31, 2017.
In response to a public advertisement of June 22, 2016, a bid opening was held on July 19, 2016. The bid tabulation for this contract is:

Five hundred eighty-one (581) companies were notified of the contract being advertised and thirty-three (33) companies requested specifications.
Atlas & Associates, the low bidder for Group A of this contract, is being rejected because 38 of 47 items offered for this group did not meet specifications. These items did not meet the requirement to be manufactured in the United States, as specified in Board of Standards Specification 05-03-07-02, and could not verify that their firm can hold their pricing for Group A for 12 months as required. Therefore, in accordance with the contract documents, the bid is considered non-responsive and rejected in the public’s best interest. The Director of Procurement and Materials Management has notified Atlas & Associates of this action.
Marco Supply Company, Inc., d.b.a. Johnson Pipe & Supply Company, Inc., the lowest responsible bidder for Groups A, D, E, and G, is proposing to perform the contract in accordance with the specifications. The estimated cost for Groups A, D, E, and G of this contract was $89,000.00, placing the total bid of $79,155.92 approximately 11.1 percent below the estimate.
Griffith Windustrial Company, the lowest responsible bidder for Groups B and I, is proposing to perform the contract in accordance with the specifications. The estimated cost for Groups B and I was $23,500.00, placing the total bid of $17,623.80 approximately 25.0 percent below the estimate.
Columbia Pipe & Supply Company, the lowest responsible bidder for Groups C, F, and H, is proposing to perform the contract in accordance with the specifications. The estimated cost for Groups C, F, and H was $148,000.00, placing the total bid of $133,150.82 approximately 10.0 percent below the estimate.
The Multi-Project Labor Agreement (MPLA) is not applicable to this contract because it is primarily a furnish and deliver contract.
The Affirmative Action Ordinance, Revised Appendix D is not included in this contract because it is primarily a furnish and deliver contract.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 16-025-11, Groups A, D, E, and G to Marco Supply Company, Inc., d.b.a Johnson Pipe & Supply Company, Inc., in a total amount not to exceed $79,155.92, Groups B and I to Griffith Windustrial Company in an amount not to exceed $17,623.80, and Groups C, F, and H to Columbia Pipe & Supply Company, in an amount not to exceed $133,150.82.
Purchase orders will be issued for the material as required. Payment will be based on the unit cost as indicated in the contract documents. Funds are available in Account 101-20000-623090.
