TRANSMITTAL LETTER FOR BOARD MEETING OF MARCH 2, 2017

COMMITTEE ON REAL ESTATE

Mr. David St. Pierre, Executive Director

Title

Authority to issue a five (5) year permit extension to NeighborSpace to continue to use approximately 9,522 square feet of District real estate located at 4741 Manor Avenue in Chicago, Illinois, commonly known as LaPointe Park for passive recreation, planting, and maintaining family allotment gardens.  Consideration shall be a nominal fee of $10.00

Body

Dear Sir:

NeighborSpace occupies under a permit 9,522 sq. ft. of District real estate located at 4741 Manor Avenue in Chicago, Illinois, commonly known as LaPointe Park.  NeighborSpace has occupied this site under a series of five (5) year permits since 1997, to operate the site for passive recreation and gardening purposes. The current permit expires May 14, 2017, and was issued for a nominal fee of $10.00.  NeighborSpace has requested a five (5) year extension to its permit.

NeighborSpace was established in 1996 and is supported in part by the City of Chicago, the Chicago Park District and the Forest Preserve District of Cook County.  NeighborSpace manages small parks, gardens, natural areas, river edges and scenic landscapes within the City of Chicago to enable community and neighborhood groups to develop and maintain local open spaces for passive recreation and family allotment gardens in an effort to engage community members to care for the land.

The District’s technical departments have reviewed this request and have no objections to NeighborSpace’s continued use of the land for five (5) years.  Previous permits have authorized a waiver of the environmental insurance and a nominal fee.  The same terms are requested for this permit extension.

It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a five (5) year permit extension to NeighborSpace to continue to use approximately 9,522 square feet of District real estate located at 4741 Manor Avenue in Chicago, Illinois, commonly known as LaPointe Park for passive recreation, planting, and maintaining family allotment gardens.  Consideration shall be a nominal fee of $10.00.

It is also requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute the permit extension agreement on behalf of the District after it is approved by the General Counsel as to form and legality.

Requested, Ronald M. Hill, General Counsel, RMH:STM:MLD:vp

Recommended, David St. Pierre, Executive Director

Respectfully Submitted, David J. Walsh, Chairman Committee on Real Estate Development
