Report on solicitation of projects from municipalities, townships, and other governmental agencies throughout the District for the Stormwater Management Phase II, Green Infrastructure, and Flood Prone Property Acquisition Programs

Dear Sir:

 

On September 19, 2013 and August 7, 2014, respectively, the Board of Commissioners authorized the District to assist local communities in addressing flooding through its Stormwater Management Phase II and Flood Prone Property Acquisition programs. In addition, Pursuant to the District’s Green Infrastructure Program Plan that was approved by the Board of Commissioners for submittal to the U.S. Environmental Protection Agency (USEPA) on December 18, 2014 and subsequently approved by the USEPA on January 6, 2015, the District partnered with several local communities and agencies to assist in the implementation of Green Infrastructure projects.

 

In order to establish a schedule for future solicitations from local communities and agencies for the aforementioned stormwater management programs, the Engineering Department intends to prepare a call for projects/acquisition applications based on the following schedule for each of these programs.

 

Green Infrastructure                     2nd Quarter 2017

Flood Prone Property Acquisition                     3rd Quarter 2017

Stormwater Management Phase II                     4th Quarter 2017

 

Notifications of the calls for projects/applications will be sent to municipalities, townships and governmental agencies throughout the District and upon receiving their submittals, the Engineering Department will review and prioritize the projects for potential District assistance.  Notices will then be provided to all entities who submitted projects/applications as to the potential for District assistance in the quarter following the submission deadline.  The District will prioritize the submitted projects based on our current budgetary allocation for the respective programs.  District funding consideration under each of these programs will consider the household median income in the project area, with those areas having lower median incomes receiving a higher percentage of funding or technical assistance for their projects.  Based on an annual review of the budget allocations for the stormwater management program, the Engineering Department anticipates following a similar schedule for project solicitations in future years.

 

Prior to providing assistance to the local communities and agencies, authority to negotiate and enter into intergovernmental agreements with these entities will be sought from the Board of Commissioners for each individual project.
