Dear Sir:

 

Contract documents and specifications have been prepared for Contract 18-692-11, Utilization and Transportation of Air Dried Biosolids from the Lawndale Avenue Solids Management Area (LASMA) and the Calumet Solids Management Area (CALSMA), at the request of the Maintenance and Operations Department.

 

The purpose of this contract is to procure services to transport approximately 120,000 wet tons of District biosolids to accepted utilization sites, and to utilize said biosolids as specified, for an approximate three-year period. Accepted utilization sites can be landfills or controlled solids distribution sites such as areas designated for land reclamation, beautification or recreation. Examples of utilization are daily cover or final cover for landfills, top dressing, and beautification where controlled solids distribution is named as the utilization method.

 

The estimated cost for this contract is $2,970,000.00. The estimated 2018, 2019 and 2020 expenditures are $990,000.00, $990,000.00 and $990,000.00 respectively.

 

The bid deposit for this contract is $59,000.00.

 

The Multi-Project Labor Agreement (MPLA) is not included in this contract because the classification of work does not fall within the provisions of the MPLA.

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract. The type of work to be performed under the contract is within the “Hauling Services” category for establishing Minority Business Enterprises (MBE), Women’s Business Enterprises (WBE) and Small Business Enterprises (SBE) utilization goals. The associated utilization goals for this contract are 20% MBE, 13% WBE, and 10% SBE.

 

The tentative schedule for this contract is as follows:

Advertise                               November 15, 2017

Bid Opening                     December 12, 2017

Award                                       January 4, 2018

Completion                      December 31, 2020

 

Funds are being requested in 2018, in Account 101-66000-612520, and are contingent on the Board of Commissioners' approval of the District's budget for that year, and other funding items submitted at this same meeting. Funds for the subsequent years, 2019 and 2020, are contingent on the Board of Commissioners’ approval of the District’s budget for those years.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 18-692-11.
