Issue purchase order to Muenchmeyer Associates, LLC, for Inspector Certification Program (ITCP) on Manhole Rehabilitation and Cured-In-Place-Pipe (CIPP) training, in an amount not to exceed $38,805.00, Account 101-50000-601100, Requisition 1469601

Dear Sir:

 

Authorization is requested to issue a purchase order to Muenchmeyer Associates, LLC, for training 30 staff members involved in design and construction inspection of sewer rehabilitations and connections performed by contractors on our facilities.  The cost of this training will be a sum not to exceed $38,805.00.

 

Muenchmeyer Associates, LLC is a certified training provider for the National Association of Sewer Service Companies (NASSCO).  In as much as the firm of Muenchmeyer Associates, LLC is the only certified training provider for NASSCO, said purchase order may be issued without competitive bidding, pursuant to Section 11.4 of the Purchasing Act.

 

NASSCO is committed to setting industry standards for the assessment and rehabilitation of underground infrastructure.  The training will provide a comprehensive understanding of cured-in-place pipeline (CIPP) renewal technology and Manhole Rehabilitation.   Ten engineers and technicians will be trained in both CIPP and Manhole Rehabilitation and twenty engineers and technicians, which have previous training in CIPP removal technology, will be trained only in Manhole Rehabilitation.  Both methods are utilized on the District’s sewer rehabilitation construction projects.

 

The District owns over 550 miles of intercepting sewers, which are being maintained and rehabilitated on an on-going basis under our Interceptor Inspection and Rehabilitation Program (IIRP).  This course will give the staff that designs the sewer and manhole rehabilitation projects and inspects the contractor’s work, the tools they need to ensure a quality installation for the integrity of the District’s infrastructure for years to come. 

 

Muenchmeyer Associates, LLC, is registered and in good standing with the State of Illinois.

 

The Multi-Project Labor Agreement is not applicable due to the specialized nature of the services required.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to issue said purchase order to Muenchmeyer Associates, LLC in an amount not to exceed $38,805.00.
