Dear Sir:

 

On May 18, 2017, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 13-806-2S, Television Inspection and Recording of Sewers and Manholes at Various Locations.

 

In response to a public advertisement of June 21, 2017, a bid opening was held on August 22, 2017.  The bid tabulation for this contract is:

 

NATIONAL POWER RODDING CORPORATION                     $1,944,450.00

SHERIDAN PLUMBING & SEWER INC.                     $1,989,510.00

MICHELS CORPORATION                     $2,376,900.00

                                                                                    

Six hundred fourteen (614) companies were notified of this contract being advertised and thirty (30) companies requested specifications.

 

National Power Rodding Corporation, the lowest responsible bidder, is proposing to perform the contract in accordance with the specifications.  The estimated cost for this contract is $2,100,000.00, placing their bid of $1,944,450.00 approximately 7.4 percent below the estimate. 

 

National Power Rodding Corporation, is in compliance with the Affirmative Action Ordinance, Revised Appendix D as indicated on the attached report.  The Minority Business Enterprise (MBE), Women Business Enterprise (WBE) and Small Business Enterprise (SBE) utilization goals for this contract are 5 percent WBE and bidder offers WBE credits to satisfy SBE participation. 

 

National Power Rodding Corporation has executed the Multi-Project Labor Agreement (MPLA) Certificate as required.  It is anticipated that the following trades will be utilized on this contract:  miners.  The list of construction trades is not intended to confer any rights or jurisdiction upon any union or unions.

 

The contract will require approximately twenty (20) people for the services.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 13-806-2S to National Power Rodding Corporation, in an amount not to exceed $1,944,450.00, subject to the contractor furnishing a performance bond in form satisfactory to the Law Department and approved by the Director of Procurement and Materials Management.

 

The Contract will commence upon approval of the Contractor’s Bond and terminate 36 months thereafter.

 

Funds for the 2017 expenditure, in the amount of $44,450.00, are available in Account 201-50000-612240.  The estimated expenditure for 2018 is $775,000.00, and for 2019 is $775,000.00, and for 2020 is $350,000.00.  Funds for the 2018 and 2019 expenditures are contingent on the Board of Commissioners’ approval of the District’s budget for those years.
