On August 3, 2017, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids, Contract 17-030-11 Furnish and Deliver Miscellaneous Lubricants to Various Locations for a One (1) Year Period, beginning approximately November 1, 2017 and ending October 31, 2018.
In response to a public advertisement of August 16, 2017, a bid opening was held on September 12, 2017. The bid tabulation for this contract is:

One hundred ninety-one (191) companies were notified of the contract being advertised and thirty (30) companies requested specifications.
Rilco, Inc., the low bidder for contract items 4, 6, 7, 11, 13, 15, 20, 23, and 25, proposed substitutions for these items. Per the material specifications, and the MWRD Board of Standards Specification #75-08-27-02, substitutions are not allowed for these materials. Therefore, Rilco’s bid for these items is considered non-responsive and rejected in the public’s best interest. The Director of Procurement and Materials Management has notified Rilco, Inc., of this action.
Atlas & Associates, Inc., the low bidder for items 9, 16, and 18, and the next-lowest bidder for items 15 and 20, has been deemed a non-responsible bidder and will not be awarded the items listed. At the Board Meeting of February 2, 2017, the District forfeited Contract 16-005-11, Group B, Furnish and Deliver Pallets to Various Locations for a One (1) Year Period, due to Atlas’s failure to perform according to contract specifications for non-delivery of equipment. For this reason, Atlas & Associates has been placed on the District’s list of non-responsible vendors per section 70 ILCS 2605/11.11 of the Purchasing Act for a two-year period expiring February 2, 2019.
Rilco, Inc., the lowest responsible bidder for items 1, 22, and 24, is proposing to perform the contract in accordance with the specifications. The estimated cost for items 1, 22, and 24 was $13,982.00, placing the total bid of $12,696.00 approximately 9.2 percent below the estimate.
Midtown Petroleum Acquisition, LLC, d.b.a. RelaDyne, the lowest responsible bidder for items 2, 4, 7, 8, 15, 16, 18, 20, 23, and 29, is proposing to perform the contract in accordance with the specifications. The estimated cost for items 2, 4, 7, 8, 15, 16, 18, 20, 23, and 29 was $43,227.00, placing the total bid of $41,452.40 approximately 4.1 percent below the estimate.
Valdes, LLC, the lowest responsible bidder for items 3 and 5, is proposing to perform the contract in accordance with the specifications. The estimated cost for items 3 and 5 was $4,855.00, placing the total bid of $3,755.00 approximately 22.7 percent below the estimate.
Feece Oil Company, the lowest responsible bidder for items 6, 11, 12, 13, 14, 17, and 21, is proposing to perform the contract in accordance with the specifications. The estimated cost for items 6, 11, 12, 13, 14, 17, and 21 was $86,917.00, placing the total bid of $67,895.96 approximately 21.9 percent below the estimate.
Superior Petroleum Products & Fuels, Inc., the lowest responsible bidder for items 9 and 26, is proposing to perform the contract in accordance with the specifications. The estimated cost for items 9 and 26 was $20,155.00, placing the total bid of $15,040.75 approximately 25.4 percent below the estimate.
PetroChoice, LLC, the lowest responsible bidder for items 10, 19, 25, 27, 28, and 30, is proposing to perform the contract in accordance with the specifications. The estimated cost for items 10, 19, 25, 27, 28, and 30 was $51,564.00, placing the total bid of $44,071.13 approximately 14.5 percent below the estimate.
The Multi-Project Labor Agreement (MPLA) is not applicable to this contract because it is primarily a furnish and deliver contract.
The Affirmative Action Ordinance, Revised Appendix D is not included in this contract because it is primarily a furnish and deliver contract.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 17-030-11, Items 1, 22, and 24 to Rilco, Inc., in an amount not to exceed $12,696.00; Items 2, 4, 7, 8, 15, 16, 18, 20, 23, and 29 to Midtown Petroleum Acquisition, LLC, d.b.a. Reladyne, in an amount not to exceed $41,452.40; Items 3 and 5 to Valdes, LLC, in an amount not to exceed $3,755.00; Items 6, 11, 12, 13, 14, 17, and 21 to Feece Oil Company in an amount not to exceed $67,895.96; Items 9 and 26 to Superior Petroleum Products & Fuels, Inc., in an amount not to exceed $15,040.75; and Items 10, 19, 25, 27, 28, and 30 to PetroChoice, LLC, in an amount not to exceed $44,071.13.
Purchase orders will be issued for the material as required. Payment will be based on the unit cost as indicated in the contract documents. There was no bid deposit required for this contract. Funds are available in Account 101-20000-623860.
