Authority to issue a 5-year permit to the Chicago Police Department to install "ShotSpotter" sensors on the rooftops of two buildings located on the Calumet Water Reclamation Plant premises to detect and locate gunfire in the surrounding areas. Consideration shall be a nominal fee of $10.00

Dear Sir:
The Chicago Police Department ("CPD") has requested a 5-year permit to install “ShotSpotter” sensors on the rooftops of the Screen House and Central Boiler Facility buildings located on the Calumet Water Reclamation Plant ("CWRP") premises. Since 2016, CPD has been using “ShotSpotter” sensors to detect and locate gunfire, identify the time and location of a gunfire event and provide law enforcement and 911 dispatchers with an incident alert within seconds of the event, thereby reducing police response times. CPD identified these two CWRP buildings as ideal locations for the sensors, which will help CPD detect and locate gunfire in CWRP’s surrounding areas. The Screen House Building is located at the northern end of CWRP and the Central Boiler Facility is located at the southern end.
Each sensor resembles a tan plastic box that weighs about 3 lbs., not including its mounting hardware, and is plugged into a standard electrical outlet. The software updates are performed remotely and maintenance visits are expected to be minimal.
The District's technical departments have reviewed this request and have no objections thereto. A nominal fee of $10.00 is recommended as is customary for governmental entities using District property for a public purpose.
It is requested that the Executive Director recommend to the Board of Commissioners that it authorize and approve the issuance of a 5-year permit to the Chicago Police Department to install "ShotSpotter" sensors on the rooftops of two buildings located on the Calumet Water Reclamation Plant premises to detect and locate gunfire in the surrounding areas. Consideration shall be a fee of $10.00.
It is also requested that the Executive Director recommend to the Board of Commissioners that it authorize and direct the Chairman of the Committee on Finance and the Clerk to execute the permit agreement after it is approved by the General Counsel as to form and legality.
