Dear Sir:

 

Contract documents and specifications have been prepared for Contract 17-080-3E Switchgear and Motor Control Center Replacement, O’Brien Water Reclamation Plant.

 

The purpose of this contract is to replace the Process Control Building 480 volt Switchgear, Aerated Grit Motor Control Center (MCC), Scum Concentration MCC, Battery D MCC, and Process Control MCC 19A & 19B.  The equipment has deteriorated to the point that replacement is required.  Building additions are needed for relocation of Aerated Grit MCC and Scum Concentration MCC.

 

The contract consists of the following:

 

1.                     Replacement of Process Control Building 480 volt Switchgear.

2.                     Replacement of Process Control Motor Control Centers 19A & 19B.

3.                     Replacement of Battery D Motor Control Center.

4.                     Replacement of Aerated Grit Motor Control Center.

5.                     Replacement of Scum Concentration Motor Control Center.

6.                     Construction of an Electrical room for Aerated Grit Motor Control Center.

7.                     Construction of an Electrical room for Scum Concentration Motor Control Center.

 

It is estimated that 25 jobs will be created or saved as a result of award of this contract with an estimated 6,300 man-hours of skilled trades utilized.

 

The estimated cost for this contract is between $2,453,000.00 and $2,970,000.00.

 

The bid deposit for this contract is $149,000.00.

 

The contract specifications require that all work shall be completed within 730 calendar days after approval of the contractor’s bond.  Liquidated damages are $1,000.00 for each calendar day that the contractor is in default of the time specified for failing to achieve substantial work completion and $200.00 for each calendar day that the contractor is in default of the time specified for completion of the entire work. 

 

The Multi-Project Labor Agreement will be included in this contract.

 

The Affirmative Action Ordinance, Revised Appendix D will be included in this contract.  The type of work to be performed under the contract is within the “Electrical” category for establishing Minority-owned Business Enterprises (MBE), Women-owned Business Enterprises (WBE) and/or Small Business Enterprises (SBE) utilization goals.  The MBE, WBE and/or SBE utilization goals for this contract are:  13 percent MBE, 7 percent WBE, and 10 percent SBE.

 

The tentative schedule for this contract is as follows:

Advertise                               April 11, 2018

Bid Opening                     May 22, 2018

Award                                       June 21, 2018

Completion                       June 21, 2020

 

Funds are available in Account 401-50000-645650.

 

In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to advertise Contract 17-080-3E.
