Dear Sir:
On January 4, 2018, the Board of Commissioners authorized the Director of Procurement and Materials Management to advertise for bids Contract 18-027-11, furnish and deliver glass and plastic labware to various locations for a one (1) year period, beginning approximately April 1, 2018 and ending March 31, 2019.
In response to a public advertisement of January 10, 2018, a bid opening was held on January 23, 2018.

Seven hundred fifty-one (751) companies were notified of the contract being advertised and twenty six (26) companies requested specifications.
The bid received from Neta Scientific Inc., for Group A, did not include pricing for all items as required in the general terms and conditions. Therefore, the bid is considered non-responsive and rejected in the public’s best interest. The Director of Procurement and Materials Management has informed Neta Scientific Inc., of this action.
Fisher Scientific Company, LLC, the lowest responsible bidder for Group A, is proposing to perform the contract in accordance with the specifications. The estimated cost for Group A of this contract was $81,000.00, placing the total bid of $85,469.64 approximately 5.5 percent above the estimate.
The bids received from Neta Scientific, Inc., Fisher Scientific Company, LLC, and Colonial Scientific, Inc., for Group B, did not include pricing for all items as required in the general terms and conditions. Therefore, the bid is considered non-responsive and rejected in the public’s best interest. The Director of Procurement and Materials Management has informed all bidders of this action.
The bid submitted by VWR International LLC, in an amount of $79,725.88 for Group B, was 110 percent over the estimated cost of $38,000.00. Therefore, the bid was considered too high for award and rejected in the public’s best interest. The Director of Procurement and Materials Management has notified VWR International, LLC, of this action.
Group B will be revised and re-advertised at a future date.
Crown Packaging International, Inc., qualified their bid for Group C by altering the packaging, quantity requested and terms of shipping. Therefore, their bid is considered non-responsive and rejected in the public’s best interest for failure to bid in accordance with the general terms and conditions of the contract. The Director of Procurement and Materials Management has notified Crown Packaging International, Inc., of this action.
Qorpak, a Division of Berlin Packaging, LLC, the lowest responsible bidder for Group C, is proposing to perform the contract in accordance with the specifications. The estimated cost for Group C of this contract was $59,000.00, placing the total bid of $61,005.00 approximately 3.4 percent above the estimate.
Colonial Scientific, Inc., the lowest responsible bidder for Group D, is proposing to perform the contract in accordance with the specifications. The estimated cost for Group D was $18,000.00, placing the total bid of $22,585.50 approximately 25.5% above the estimate.
The bid received from Neta Scientific Inc., for Group E did not include pricing for all items as required in the general terms and conditions. Therefore, the bid is considered non-responsive and rejected in the public’s best interest. The Director of Procurement and Materials Management has notified Neta Scientific Inc., of this action.
Group E items will be purchased on the open market as needed.
The Multi-Project Labor Agreement (MPLA) is not applicable to this contract because it is primarily a furnish and deliver contract.
The Affirmative Action Ordinance, Revised Appendix D is not included in this contract because it is primarily a furnish and deliver contract.
In view of the foregoing, it is recommended that the Director of Procurement and Materials Management be authorized to award Contract 18-027-11, Group A to Fisher Scientific Company, LLC, in an amount not to exceed $85,469.64, Group C to Qorpak, a Division of Berlin Packaging LLC, in an amount not to exceed $61,005.00, and Group D to Colonial Scientific, Inc., in an amount not to exceed $22,585.50.
Purchase orders will be issued for the material as required. Payment will be based on the unit cost as indicated in the contract documents. No bid deposit is required for this contract. Funds are available in Account 101-20000-623570.
